Notice of Election for the New Board of IAEWP for May 2022-April 2024

 






Notice is hereby given that with the pending retirement of Dr. Charles Mercieca as the President of IAEWP due to the factor of advancing age, ( Dr. Charles turned 89 on February 3, 2022 ) an election shall be held to elect the new president of the IAEWP for a two year term beginning May 1 2022  through April 30 2024. All positions in the Board and International Executive Secretariat are also open for nomination and election simultaneously. 


STANDING RULES OF PROCEDURE and GOVERNING GOOD PRACTICES OF THE BOARD OF THE INTERNATIONAL ASSOCIATION OF EDUCATORS  FOR WORLD PEACE DURING A GLOBAL PANDEMIC.


SECTION I. SESSIONS

Rule 1

In line with the WHO recommendations during a pandemic the said election shall be conducted through email communications and where necessary through Zoom meetings.

Rule 2

The Assembly may hold extraordinary sessions at any time upon the call of the Council or at the request of not less than one-fifth of the total number of  International Executive Secretariat addressed to the Director of Administration and Global Communications as the Returning Officer for the said election.


SECTION II. COMPOSITION

Delegations and their Credentials

Rule 3

All members of the International Executive Secretariat, Regional Senior Vice Presidents and the National Chancellery shall have an equal right to be represented at the sessions of the Assembly through email communications, augmented with ZOOM meetings ( as and where necessary ).  No person shall represent more than one State Nation.

Rule 4

All members of the International Executive Secretariat, Regional Senior Vice Presidents and the National Chancellery may submit a candidate of choice for the post of the president based on the standing  Job Scope and Job Description for the candidature of the President of IAEWP  ( as outlines in Rule 23 ) for the above term within the stipulated deadline.

Rule 5

The IAEWP Secretary General shall be the " Chief Monitor" of the election procedures and processes to ensure that everything conforms to the requirement of the United nations for its accredited NGOs. Mr. S.S..Varatharajan  ( IAEWP Chief Administrator ) shall act as the Presiding Officer /  Returning Officer for this election. 

Rule 6

a). The Returning Officer shall submit the final list of names of the Presidential Candidates and their credentials to the Chief Observer and the Chief Monitor for verification and authentication to confirm that the candidate's credentials meet with the pre-requisites of the Job Scope and  Job Description demands of the President of IAEWP ( as outlines in Rule 23 ).

b)  A Credentials Committee shall be established at the beginning of the session. It shall consist of three or more  members representing Continental Senior Vice President . It shall examine the credentials of candidates, contesting for the post of the president and report any discrepancies to the Returning Officer, The Chief Observer and the Chief Monitor.


SECTION III. VOTING

Rule 7

a) Only members of the  Executive Office of the President, The International Secretariat, Continental Senior Vice Presidents, National Chancellery, Diplomatic Commission and Advisory Board shall cast  their votes on behalf of their delegations .

Rule 8

Except as otherwise provided in the Convention, decisions shall be by a majority of the votes cast .An abstention shall not be considered as a vote.

Rule 9

Voting shall be through email communications within the stipulated dates.

Rule 10

Any amendment to a motion shall be voted on before a vote is taken on the motion. When two or more amendments are moved to a motion, the vote should be taken on them in their order of remoteness to the original motion, commencing with the most remote. The Presiding Officer / Returning Officer shall determine whether a proposed amendment is so related to the motion as to constitute a proper amendment thereto, or whether it must be considered as an alternative or substitute motion; this ruling may be reversed by a majority of votes cast.

Rule 11

Alternative or substitute motions shall, unless the meeting otherwise decides, be put to vote in the order in which they are presented, and after the disposal of the original motion. The Presiding Officer / Returning Officer shall decide whether it is necessary to put such alternative or substitute motions to vote in the light of the vote on the original motions and any amendments thereto; this ruling may be reversed by a majority of votes cast.

Rule 12

A vote on any motion or amendment shall be postponed upon request of any member of the delegation of a Contracting State ( as per Rule 7 ) until copies of the motion have been available to all delegations for at least twenty-four hours. Such postponement may be denied by a majority of votes cast.

Rule 13

In the event of a tie vote, a second vote on the motion concerned shall be taken at the next meeting, unless the body concerned decides that such second vote be taken during the Voting on Amendments, Voting on Alternative or Substitute Motions Postponement of Voting.

Rule 14

For the purpose of establishing this total, all voting (  qualified to vote at the time the vote is taken as per Rule 7 )  during the stipulated period shall be construed as a  meaning final vote count.


SECTION IV. VOTING ON ELECTION OF THE PRESIDENT & THE BOARD

Rule 15

Each Contracting State which intends to stand for election to the Board may within the stipulated time so inform, through emails to the Presiding Officer/ returning Officer at the following email : iaewp.org@gmail.com


Rule 16

The Returning Officer shall publish the List of Candidates  showing the names of all the States which have so notified him. This list shall serve the purpose of information only. The official notification of candidacy may be given only at the times specified in Rules 17


SECTION V.  PROPOSALS FOR THE CANDIDATES AND THE POSITIONS IN CONTEST


Rule 17

a. ) The period of Proposing the Names of the Candidates and their positions shall be for TWO WEEKS from March 31, 2022 through April 13, 2022.. The closing date is April 13, 2022 at 12.00 noon ( Eastern/ New York Time Zone ).

b. ) Any candidate with the required qualifications may self nominate ones name for any positions on the Board. Every prospective candidate needs to be a member of IAEWP for a minimum of THREE years and its accuracy would be authenticated by the Returning Officer.

c.) Existing  Board members would automatically qualify to re-contest for the positions the are currently holding.


Rule 18

The returning officer shall publish and distribute through emails the FINAL list of candidates contesting for the positions to the Chief Monitor and the Chief Observer during the period of April 14 through April 21, 2022.


Rule 19

The election of the Board shall be so conducted as to enable adequate representation on the Board to be given to the Contracting States described in Rule 7  of the Convention and shall be held in a SINGLE  part during the stipulated period of April 22 , 2022 through April 28, 2022 as  to provide enough time for voting to be carried out during the pandemic period across different countries of the world.


Rule 20

A Contracting State  ( as per Rule 7 ) may vote for any number of candidates up to, but not exceeding, the number of vacancies to be filled by the ballot concerned. An affirmative vote shall be indicated by selecting the name of the Contracting State for which the vote is cast. 


Rule 21

The submission of a ballot  via an email shall constitute the act of voting.


Rule 22

The results of each ballot shall be announced by the Returning Officer. The FINAL RESULTS of the election shall be announced via email communications by the Returning Officer on May 1, 2022.


SECTION V1.  JOB SCOPE AND JOB DESCRIPTION AND CREDENTIAL REQUIREMENTS FOR  THE POST OF PRESIDENT OF IAEWP.


Rule 23


The following prerequisites applies for the candidates for the post of the President of  IAEWP.   The candidate should have ALL the following criteria met and should show proof of capability of performing on the job within the first 100 days in office.

a. The age of the candidate should be above 40 on or before April 30, 2022

b. Should be a member of  IAEWP for a period NOT less than 5 years and should have served in a senior position in ANY one of the Committees of IAEWP

c. Should have a PhD qualifications from a Nationally Accredited University in peace related disciplines such as Peace Studies, Human Rights etc. Should also hold a Bachelor and Master degree qualifications in any field from a nationally accredited university.

d. Is capable of designing, developing and delivering of  at least 20- 30  modules of Peace Related online courses in support of IAEWP Institute of Peace Education at the Certificate, Diploma and Bachelor degree level. The modules should support the UN Sustainable Development Goals.

e. Is capable of organizing the IAEWP World Peace Congress in 2023 to rejuvenate IAEWP presence in the  global peace awareness arena as well as to   spearhead the awareness of UN SDGs across the world through IAEWP Global  Action  Initiatives 2022-2024.

f. Has the capabilities to establish 20 new National Chancelleries  in new countries to rejuvenate IAEWP operations worldwide within the first 200 days in office.

g. Has the capabilities to craft a Master Plan for IAEWP Global Operations within the first 100 days in office. This Master Plan will allow IAEWP representations directly in the United Nations NGO delegations at UN in NY and UN Regional Conventions.

g. Should have proven and  established communications with the Heads of Government in at least 20 nation states of the UN membership charter. The candidate should also have direct access to the country of resident's Office of the President and Prime Minister as to gain and move the IAEWP Global Action Initiatives in the Corridors of Power to gain support for IAEWP activities in their own country of citizenship.

h. Has the capabilities to publish annual and biannual Peace Journals and have it circulated to all Foreign Ambassadors of 193 countries to the United Nations, principal officers of the UN in New York and regional UN offices as well as the Heads of Government of 193 countries.


This Notice is issued by the Office of the Presiding Officer/ Returning Officer for the election term May 2022 through April 2024 . Individual emails would be sent to the membership for nomination of officials for all Board positions for the term 2022-2024
